Opening web page from home screen icon sometimes creates 2 tabs

With no tabs open, opening a web page from an icon created with Opera add to home screen sometimes opens 2 tabs. First tab is for speed dial page, second for web page. Example is www.gutenberg.org.

To reproduce, navigate to www.gutenberg.org, then click 3-dot menu, then click Add to Home Screen.
Close all tabs, then close Opera.
Click the icon created by Add to Home screen.

Two tabs are opened as described above.
