Can not turn off Delay loading of background tabs (even though it is off)

I have Opera set to open 3 different pages on start. I want all three pages to load on start. The problem is it only actually loads the one in the last tab. The others don't actually load until I click over to the tab. I have turned off Delay loading of background tabs in the User interface in the settings but it still does not start loading the secondary tabs until I manually click on them. Any ideas?

I have this same problem. I disabled "Delay loading of background tabs," and I don't use Turbo. Yet, tabs tend to either no load or to load after an extreme delay. This is indicated by (a) the waiting spinner in lieu of the favicon on the background tabs and (b) the tabs newly loading when I click on them. This is not a limitation of my computer's memory, CPU, etc.

@ceedee Thanks for the suggestion, but it did not change anything. On opening Opera wherein it is set to restore the previous session, all background tabs continue to delay loading, usually until I click on them (at which point they immediately load) though random tabs will sometimes then load in the background with an extreme delay (minutes). This would be a minor nuisance, as with Chrome, but Opera adds on the additional annoyance of nonstop displaying the spinner at the top of every tab until it loads, forcing me to click through them. It's a big enough annoyance that I may need to finally move on, despite appreciating the innovation Opera has driven for decades.
