Continually receive Error Message DNS_PROBE_FINISHED_NO_INTERNET How can I fix this?

I have a slow internet connection, this may or may not make a difference.
I have two laptops both running Windows 10 Home 64-bit, one is very old and falling apart, literally, the other one is brand new. I'm moving all my stuff to the new laptop. Holy cow, what a job.I'm getting errors on both but this particular error a lot more often on the old laptop. I've researched a bit but I'm not very techie. I found references to flushing outdated DNS. I have no idea what that means so I don't want to just try things without at least some understanding of what it is and why I'm doing it. I certainly don't want to make matters worse.
The interesting thing is that I also get various other messages similar to this on both laptops but I get this one most often.
Also, when I'm looking for info on something, I will open a bunch of websites on numerous tabs and go on expecting them to open in the background. Many times, when I come back to the tab, Opera gives me a message that the site responded too slowly, or could not be found, or some other such message but as soon as I open the tab (make it active?) the little circle on the tab starts going around like it's searching again and this time (wow, magically) the website opens.
Talk about aggravating. I have the setting in Opera set so it can open webpages in the background so I don't have to sit and wait and yet, here I am sitting and waiting. Grrrr! This error message is extremely aggravating. I hate waiting.
Any helpful suggestions would be greatly appreciated.
I hope you all are having a good holiday week.
