Password Manager - Windows 10 PIN not an available option.

I promise I've searched to no result so resorting to asking.
Built in password manager no longer offers win 10 pin as of updates within the last week or so, the input option wants the full windows account password to show passwords every time.
Questions,
#1, First, was this removed intentionally by MS or Opera?
#2, Can you put it back if it was?
#3, If not intentional anyone free to help me fix it?
#4, Whether any of the above are either incorrect or correct, presuming I get this function back, is there a way to make it ask for the pin by default instead of having to use the more choices drop down every single time I need to reference passwords.?

Can you test in Chrome, Chrome Canary, Chromium, Vivaldi, the latest snapshot of Vivaldi, and the latest Opera Developer?
Opera's change in behavior could be due to a change/bug in the underlying Chromium that's in the version of Chromium that Opera's currently using.
Also, if that's the case, searching the net for solutions for this issue in Chrome should help with Opera also.
