Here are the facts which to me seem relevant. Will try to answer questions.
I like Opera and would be sad to lose it, but I've switched to Chrome until it becomes simple to use Opera again.
- Opera was a recent version 57 and working okay prior to Macos restart.
1.b. macOS 10.13.2 on Mid 2011 hardware w/SSD in use - After restart, Opera would open zero web pages.
2.b. I closed all tabs but one, and tried new tabs one at a time without luck. - Chrome works fine; other apps work fine.
- I completed Opera Recovery, restarted Opera, no change.
- I updated Opera from opera.com download; current version is 57.0.3098.91.
5.b. I assume the update went okay but unsure how to check.
- Opera was a recent version 57 and working okay prior to Macos restart.

Adding to OP:
- I ran nettop for a few minutes when Opera wasn't responding. Opera stats were 0 bytes across the board while other processes looked normal.

RESOLVED. Opera works again 16 hours later. I've made no changes since yesterday's failure. Quite the mystery, I'd love to hear speculation or report of similar experiences.

Well, not quite resolved. Most sites load but Opera has reverted to pre-incident behavior: Almost all sites load okay but (in my case) Youtube almost never loads.
Chrome does better. Maybe Opera is having some growing pains? Bottom line is that it's too frustrating to use now (December 2018).
