OS = Operating System. As in, Windows.

@ynnoue Video plays fine for me on Windows 10 Pro 64-bit with Opera 57.0.3098.76 64-bit.
Did you have the Enterprise edition for Windows 10 before you did the reset when videos were working fine?
I vaguely remember another thread like this and the user had the Enterprise edition.

In Opera, goto the URL
chrome://components
. What's it say for "Widevine Content Decryption Module"? Does it list a version?Also, try that twitter video again. Then, open a new tab and goto the URL
chrome://media-internals
. Then, click on the section for that player and list all the info here. -

What if you go to the video directly https://video.twimg.com/ext_tw_video/1068940722362036230/pu/vid/608x800/rwtOoAW41aX5vkr9.mp4?tag=5? Does it play then? If not, right-click the video area and choose to save the video to your desktop or downloads folder. Then, load the video in Windows with Windows Media Player. Does Windows Media Player play it fine?

Can you try downloading and installing https://www.microsoft.com/en-us/software-download/mediafeaturepack> for your specific build of Windows 10?
I don't think it's going to install for you since you don't have an "N" version, but give it a shot.

Do you have an option like this?
Press Windows key + R Type: optionalfeatures.exe Hit Enter Expand Media Features Make sure Media Player is checked

You might have to search for a general Windows solution. I'd start with something like https://www.google.com/search?q=windows+10+enterprise+can't+play+mp4 and see what you can find.
Just note that you shouldn't have to install any 3rd-party codecs in Windows. Doing so might help for Windows Media Player specifically, but probably won't help for Opera's used of the Windows Media Foundation.
