No fluent scrolling in bookmarks-section and all other sections from sidebar

Its incredible annoying how bad the scrolling in the bookmarks-section and all other sections from sidebar like extensions is. Whats the problem here? Only section without that problem is settings.
I am on Version: 57.0.3098.76, but also older versions had the problem.
