Opera always on top after full screen, Cmd + tab doesn't change windows

After closing full screen on any video (Youtube, Netflix etc.) Opera seems to stay on top of all windows even after changing the app e.g. switching to a Finder window. Only minimizing the Opera window lets me switch to another app.
Closing Opera (cmd + Q), force quitting the "Dock" app, reinstalling Opera and restarting the Mac all have not worked for me.System information:
Mac OS 10.13.6, Opera Version: 56.0.3051.52Thanks for your suggestions!

@seitter after rebooting, the glitch is gone but reappears after a while. It always happens after I have used video fullscreen.
