Neither CTRL+F5 or SHIFT+F5 are not reloading web page without cache.

As the title says, when attempting to reload a web page without using CTRL+F5 or SHIFT+F5, Opera still uses the disk cache for items. The only way to do so is to open the developer's tools, select "Disable cache" on the Network tab, and then reloading. I have verified that the shortcuts are set in settings.
