Why my bookmarks is dublicated ?

Like i've reinstalled My windows and i got this problem , all my bookmark doesn't sync to the right place , they don't even sync

i have no errors in opera://sync-internals
i tried to connect on my phone with my account and it sync but the only the dupblicated one ( who is empty )

so if i save a new thing , it will go into my phone , but the old bookmarks doesn't

and my Phone and Laptop isn't on the list here too

please find a fix for this
