Mouse cursor bug/pages shifted up

Correct me if this is the wrong section of the forum.
After some time having any page opened on the browser, the page moves itself up and if I scroll all the way up, the upper part of the page remains hidden. When this happens, the cursor behaves wrong: if I try to select some text, it selects 2 or 3 lines above the cursor. Sorry for my bad English -
