Banks & credit cards don't recognize browser or device

Every few weeks, when I try to log into my banks and credit cards online, I get a message that they don't recognize my Opera browser or device, and I have to receive a new text code in my phone and input that code into the browser to get access. I have "Allow local data to be set (recommended)" to allow, and I have set to Allow cookies for these banks in "Manage Exceptions" just in case this helps, but it doesn't. Any ideas?
