Default search engine is not changable.

Hi, I'm from Ukraine and Yandex search is disabled in my country. Despite this, it is set as default and I can't change it. The question is why? In settings I set Google search as my default search engine, but when I press Alt + Space it shows Yandex search which isn't working in my country... Can I somehow change it?
