Weird Video Problem

Starting today, some videos play with sound only in W10/64 using a limited user account. YouTube-Videos are not affected. Alls Videos play normal with an administrator account.
This phenomenon relates to Opera and Chrome only. With MS-Edge and Firefox alls videos play just fine even with the limited account. I tried it with a new blank limited user account, to no avail.
What could that be and why does it affect both and only Opera and Chrome ?

Presumably it's a Chromium engine issue if only Opera and Chrome are affected (Opera is Chromium-based).
