Could someone help me figure out how to change the accounts.ini file so that the html signature I have created shows ABOVE the quoted text and not at the bottom (where nobody sees it)? Thank you!!!

You can edit the Reply setting under the account's section in accounts.ini. But, even if you're composing in HTML format, the Reply setting in the file only supports plain text.
Example:
Reply=\n\n-Your Name\n\nOn %:Date:, %f wrote:
\n is a line feed.
Now, the signature you set on the Outgoing tab in the account's properties in the UI will be included also. You can clear that one if you want. However, if you do, you won't have one automatically inserted when composing a new message.
Hope that helps.
In short, Opera doesn't support inserting a signature about the quoted text. I can explain why and how you're really supposed to reply to emails, which is why Opera does what it does. But, I doubt you and your recipients are willing to change to the correct way.

Mixing with the HTML signature's tweak wouldn't work either?

I'm not sure what you mean.

With this, but now that I reread your answer, it seams that this just works for new messages.
