Web push notification in Composr CMS

Our team is setting up a website using Composr CMS. We are exploring the web notification feature and how effective we can use it on our website. I assume it is feasible by writing a script. However, they added that it is possible provided the browser supports the HTML5 background notification feature. So, Does Opera supports the push notification feature? The answer will help me to talk with the development team at Composr for an update.
