Opera 48 4k window dragging stutter

A couple weeks ago, I upgraded to a 4k monitor. Opera does a great job at scaling, even on win 7 64 bit, but I notice that when dragging the window around the desktop, it appears to only update the window at what I estimate to look like 15fps, making it look like its stuttering or jumping. It did not do this with my old display. This is the ONLY issue I have. A quick google search tells me that others don't seem to have this issue/
- Other windows appear to move at smoothly as I drag them
- Monitor is set to 60hz
- GTX 1060
- hardware acceleration enabled in settings
are there any logs or settings I can look in to try to narrow down the source? thanks opera team/community!
