Download speed limiter

I wish to get the possibility to change the speed of downloads. Opera downloads take the compleet bandwith and block watching internet TV at the same time. If i could limit the download speed it is possible to watch internet TV at the same time. I watch internet TV by using the Opera browser.

Well your issue would certainly need more basic information of the setup you have, but I'd say "download speed limiter" will not happen
And why? Because it's not really possible.. well more like feasible.
Internet TV you mean IP TV or streaming to dektop/laptop/tablet?
