Opera shows Chrome banner (Windows)

Description:
When using the Developer Tools, there is a "What's new" tab at the bottom, beside the console. This section displays a big banner regarding changes to the developer tools, and also links to a Google URL.

Steps to reproduce:
Open with the "Inspect element" shortcut, or just find "Developer tools"

Actual result:
Big banner regarding Chrome. Opens URL about Google Chrome

Expected result:
No banner or Opera banner. Or I guess Chromium banner? Not Google Chrome...

OS:
Tried on Windows, can probably be reproduced on other OS's

Version:
Seen on whatever version after 46.0.XXXX.XXXXX
