API for external apps reading Url

I've been using RescueTime and recent tried out Timing app.
They track how long you've used each app on your computer.
If I use Chrome it can read the Url and I can categorize time by Url. For instance all the time I spend on GitHub is "productive"
I was told be the Timing app developer Opera doesn't have an API to do this.
Is this something on the road map and/or where can features be requested?
