I just switched from Chrome to Opera due to seeing all the nice built in features, first thing I see is this when I go into settings http://prntscr.com/fjajae, happens in Extensions and every other built in Opera tab. WHY?

There is a post with the same symptoms, not sure if it's solved or not yet.
Take a look into the forums.

At the other hand, try using the switch:
--disable-gpu

Also, do you use any extra font?
Try deleting it.
