Opera 45.0.2552.888 (PGO) locking AMD GPU to full speed

Hi there, i`ve noticed that most of the times while browsing / watching YT videos Opera blocks my R9-290 card at full GPU speed for obviously no reason, the fix is to restart Opera or disable Hardware Acceleration. Usually it sits around 300-400 Mhz while browsing YT, just like other browsers.
OS is Windows 10 15063.296, AMD Relive Driver 17.5.2
