Can someone help me? I've been finding ways to go over this one but I haven't find the solution to this problem. I'm completely new to Opera and wanted to try a new browser.

I get noticeable screen tearing in any type of video, Flash player doesn't seem to be the problem either and screen tearing happens in any video streaming site not only Youtube.
Apparently the screen tearing in videos only happens when watching videos in opera whereas in IE, Chrome and Edge it seems to be fine and no screen tearing at all.
I've also set my vsync to adaptive in the nvidia settings and still same problem.

Disabling and Enabling the hardware accelerated video decode on opera://flags does not seem to have done any work, neither does reinstalling Opera. HELP IS APPRECTIATED THANKS

      Any fix?

        Welcome to Opera's Forums @Momohirai!

The HW acceleration option is from settings but there is another option into Flags about overwrite blacklisted GPUs.
        Did you tested both?

I had Flash Player flickering problems using the NVDA GPu whereas using integrated Intel HD3000 works flawlessly so
I've decided to uninstall Flash Player and work only with HTML5, (I just have an Opera Portable with Flash if needed for some reason).

BTW, Youtube usually works as HTML5 if I'm not wrong.
Try without extensions or with a clean profile, check the How to on the Opera Windows Forum FAQ.
