Even the HTML5 test video fails to play for me.

Have you tried putting the BBC website on the list of exceptions to AdBlock?

I am having the same issues. Video playbakc on most sites either doesn't work or is laggy/buggy. Running opera also seems to be slowing my pc down.

I came here with the same problem - a quick search has fixed it for me - disable the Opera Adblocker.
Menu > Settings > Block ads

However, the HTML5 video test you linked to worked for me with the adblocker enabled, so I'm unsure if we have the same problem.
