Tooltips are white with white text.

For some reason, my browsers tooltips (across the entire browser, both in the interface and in web pages) are white with a white background. This is happening on Ubuntu with KDE 5.8/9 and there seems to be no connection to what colour scheme the system is using (as changing it has no effect), same with themes.
Is there any solution?

Please check what we said here. It is a known problem of opera 45 that they devs are not yet bothered to fix
