Foreign Transaction Fee from having VPN active during purchase

Today I opened my credit card account to find a mystery foreign transaction fee attached to purchase of airline tickets. Turns out that because I was signed in to Opera VPN with Virtual Location: Toronto, the airline billed me for making the purchase from "Canada." Now I have to call them to play dumb and imply a billing error on their part. What a pain.
