Customize the Message Reply/Follow-up Text

I am trying to make the Opera reply format look more like Outlook. I know you can do this in Thunderbird (http://askubuntu.com/questions/173505/how-do-i-make-thunderbirds-reply-format-look-like-outlooks) but how would I do it in Opera. The closest instructions I could are here: http://www.opera.com/help/tutorials/mail/advanced/#personal-messageid
However, I do not understand where to input the information. It says "Use the accounts.ini setting." I cannot find an accounts.ini file. I found a bunch of .css files in C:\Users\USERNAME\AppData\Roaming\Opera Mail\Opera Mail\styles\user but I don't know what I'm doing. Please, if someone could please direct me on where to put the format information, I would greatly appreciate it! I am assuming that I need a place to put this:

Hi,
I do that in, Opera, Profile, Mail. ( look up a file named accounts )
Open this accounts.ini, use find function to quickly search your desire your account.
( the setting should be between Sound file= and Linelength=76 )
Sound file=
Reply=\n\nFrom: %:From:\nSent: %c\nTo: %:To:\nCc: %:Cc:\nSubject: %:Subject:
Followup=
Forward=\n\n------- Forwarded message -------\n\nFrom: %:From:\nTo: %:To:\nCc: %:Cc:\nSubject: %:Subject:\nDate: %:Date:\n
Linelength=76
P.S.: Above is apply to my very old version of Opera ( version 11.50 )

Hi, I'm still confused. I'm using "Opera Mail" (not normal Opera) and I don't know where to find the accounts.ini file

Sorry than..........
I never (given up) use any newer version of Opera but up to version 11.50

Edit "C:\Users\USERNAME\AppData\Local\Opera Mail\Opera Mail\accounts.ini" in a text editor while Opera Mail is closed. emc's 11.50 suggestions should still work. The lines (if they're not there, add them) are under each account's section. See http://www.opera.com/help/tutorials/mail/advanced/#custom-reply for what you can do.
