Facebook Tool Bar disappears when scrolling down....

I'm sure this has been asked before but anyway...
Just gone back to Opera for the superb free VPN. However, when using Facebook and I scroll down, the blue toolbar at the top disappears. It's hugely annoying.
Anyone know how to fix this problem?

Bizarrely, it seems to have locked the toolbar now without me making any changes!

It still isn't locked on Opera 36 (on XP).
Very annoying!
It's fine on Google Chrome and Firefox.
