Linux and h.264: Cisco Binaries?

Hello,
I am aware there is high costs to implement h.264 due to royalties, including the commercial use of OpenH264 but Cisco make it available binaries for free, why Opera does not have it implemented on this way?
Q. Why is Cisco making both source and binary versions available?
