preserve download file modification date in Windows?

I have seen extensions for other browsers that have an option to preserve the file modification date when downloading a file to Windows. I have not been able to find an extension to do it in chrome based browsers. Anyone know of one?
It is not earth shaking but I would like to try it with mod date preserve enabled just to see if it is really useful.
