Is it possible to use only own URL list in the built-in AdBlock?

I have decided to try out the newest Opera and I've got a question regarding the built-in AdBlock feature.
Is there any way to use only my own list of the URLs to block - without default Opera's list? -

Unfortunately, it looks like tweaking in the opera://flags doesn't help.
What is the reason of signing the "adblocker_rules.json" file so that the user won't be able to use it edited?
The urlfilter.ini files from Opera <=12.18 are not secured in that way. -
