incomplete export of bookmarks to HTML

why is it when I try to export my bookmarks from O12, I do it to an HTML file and it only exports about half of my bookmark folders? And when I import those into Chrome. Firefox, IE, not all of the bookmarks are in teh folders when I go check them. If I export them as Opera bookmarks, then weh I go to another installation of Opera, I import them and then have to go through each and every folder and delete the dupelicates. Can't you make this one feature simple? If it detects a bookmark that is already installed, why can't it ask if you want to overwrite the link?
From what I've read so far, I have NO intention of switching to v20, and frankly I'm trying to export all the bookmarks so I can switch to another browser like FireFox since Opera has become not much more than bloatware.

Hmm. I exported ~800+ bookmarks in ~200+ nested folders using Opera 12.14's HTML export facility and successfully imported all of them without error, omission, or duplication into Firefox 25 several months ago. I'm not sure why you're having a problem.
About how many bookmarks (and folders) are involved in your situation?
