Paste command in URL bar not displaying in landscape, portrait only

On OnePlus one, Nexus 6p, on Android n,m
I can't get the paste command to display after long press, it just vibrates on the URL bar.

So I either put it in portrait mode or Google.com then paste it there because of it.

I cleared app data, still doesn't work its been broken for a while now since update.
