VPN "this site can't be reached"

Every time I try to use the VPN in any location it says "Site cant be reached". I've done a fresh install of Opera and the problem is still there. I used the VPN in the developer edition previously and had no problems at all. I'm running ESET smart security 9 but I tried to turn this off to see if it would help but the problem was still happening.
Any suggestions?
