Getting Rid of a Notification

I keep getting a notification that says "Your Connection Was Interrupted". How can I stop this from happening every time I open Opera?

No extensions
Not using Opera Turbo

Opera version 39.0.2256.71
Windows 7 Professional 64-bit

Do you get a 'Diagnose connection' button when that happens? What are the results if you click it?
