Horizontal scrolling bug

There is a bug that Horizontal scrolling at least with my touchpad isnt percieved by the browser and/or website as scrolling but as the pressing the arrow key
it can be reproduced here: http://unixpapa.com/js/testkey.html
but for some reasons my mouse (Logitech G700s) isnt captured for some weird reason but seems to work without problems.
but the problem is that the touchpad of my Laptop (Dell inspiron 17 3721) seems to throw key events.
what makes this weirder is that aside from Firefox also most simple desktop software (Windows explorer, Notepad etc) and even the worst browser of all time, Internet Explorer DOESNT have this issue.
