New V36 Install-No Network Access

I am trying to install Opera 1st time. Looks beautiful on open. It won't access any network. Even navigate to local router homepage w/192.168.x.x before getting to cable modem just continuous trying.
System is Win 8.1/older ASUS MB/AMD quad core Phenom. IE, Vivaldi, CyberFox all will install and run. NOTE: am trying to get a reliable 64 bit version of quality browser to run. Also, diff speed tests from diff 3rd party show wild diff dwn speeds w/ sim fast up speeds. Info provided if helps. Have tried Open DNS too, but not active now. Comcast "doesn't like" me using my own router.
