Speed dial page theme brightness is dark. Settings page is normal.

In my opinion the flag "chrome://flags/#no-theme-overlay" should disable overlaying unconditionally. With or without “Use Overlay=false”.
There are thousands available themes. Most themes don't have “Use Overlay=false” entry in persona.ini. files.
They should look like their authors wanted, by default. Not darker.
