Opera scrolls really slow on MS Surface Pro 4

I'm just surprised and disappointed. The i5 SP4 is a really nice computer, more power than I really need. It even plays some modern 3D games ok. But Opera is painfully slow when scrolling on some sites.
For example, I really like the news integrated into the New Tab in the latest Beta versions. It works really well on my desktop (i5, AMD 390), but on my i5 SP4 the touch scrolling is really chunky. Some websites scroll smoothly, but others not so much. Does Opera really need a high end video board to get smooth scrolling?
Using MS Edge browser, all websites scroll very smoothly but it doesn't have a lot of the extensions I like to use.
Why is there such a difference? Opera should be smooth on any computer from the last few years, but the SP4 really doesn't like it.
