Each time you want to create a backrup copy of mi data phone is uncomfortable this issue.
If delete browsing data, delete also cookies.I do not want to delete cookies. Is there any way to clean this?
The version is the last of Play Store

Try the updated Presto version as a work-around?

This folder is for the Web File System API used by some websites e.g. Mega uses it to download files over a kind of security specific to this method (which leaves a copy of the file there and one in the folder you actually wanted to download). The API is not supported by Opera Classic and could actually cause problems in some websites you visit e.g. Mega downloads not working.
You can safely delete it with root.
I agree there's something wrong with it when this data is kept forever. I'm not sure whether it's cleaned in a schedule but perhaps it should, in the desktop version it can take gigabytes...
