Scroll bar not working

I have a problem with scroll bar after upgrade to Windows 10. On my Asus notebook scroll is working on Chrome and on Firefox and anywhare else but not on Opera. I try reinstall but nothing happened. Have anyone a clue what will help?

Is it using a touch interface?

Yes touchpad. Didn't try mouse yet.
