A highly annoying feature is that when I go to a website and it doesn't load right away, and so I press refresh, is I get that message and the website doesn't load. How do I fix this?

Does the Website become available later? If so, I would assume that there was some temporary problem with the Website itself, or with a network connection somewhere between your computer and the Website. There is nothing Opera (or any browser) can do about that, and the message is simply informing you of that fact. If the site doesn't load, pressing refresh won't help it load until the underlying problem is cleared up; the "Web page not available" message is inevitable at some point, to let you know that there's a problem and you need to try again later.
Of course, if the Website doesn't load later, then it may no longer exist.
Perhaps I haven't understood the issue correctly; if so, please provide more details.

Right.
Please your Opera version?
Also you might need to describe your system configuration and internet connection settings. -

The key question is whether the problematic website loads if tried immediately in another browser... if it won't load there as well, it's either a site or a connection/DNS (computer, modem, or ISP) problem of some kind. If it does load, keep refreshing that other browser's page to see if it eventually fails to load there as well. If not and if it provides stable reloads while Opera remains erratic or failing, there is most likely something wrong or erratic with the Opera installation, its stored data, or with its extensions (if any). The idea here is to compare the same site loading behavior with another browser in the same approximate time-frame as the Opera problem occurrence, in order to isolate the cause either to the Opera browser or something external to it.
