Password saving/importing

There's something with my primary admin user account, which does not allow Opera 31 save or import (from 12.x) passwords. I also have other admin account in which everything works FINE. With that account i imported passwords from Opera 12.17 and then copied the LOGIN DATA file to my primary user Opera profile. But with that profile, Opera 31 cannot read the file and password manager is empty. So there must be something with my primary account which prevents password managing etc. I have tried doing things in Safe-mode, but there's no difference. And this problem is with every new Opera version since 15.
I have Windows 7.

SOLVED!! FINALLY! After a lot of research i was able to point out the problem to Windows Credential manager, which was not opening due to an error. I needed to delete one file and boom importing passwords worked!
