Having trouble moving bookmark folders from bookmarks pane onto speed dial

I can select a bookmarks folder, but after trying to drag and drop it, it always goes back to its previous location. It does this whether I move it onto the speed dial page on the right side, or onto the Speed Dial folder in that lefthand bookmarks pane.
