Opera Mail problem

Hi sir,
I have a problem,
UserA ) os:windows 7 Chinese T ,MSOutlook 2010 chinese T .
UserB ) os:windows xp English, Opera Mail v1.0 .UserA send a Chinese email to UserB by TXT and UTF-8,
UserB can read Chinese subject but can not read chinese mail..

If I goto https://www.base64decode.org/ and base64-decode "wpHCqsKOwo7CksKGwpXCtg0K ]" as utf-8, what should I get? Do you get what you're supposed to?
