How can i export - without using any email - the opera configuration to a new opera browser installed in my new portatile.

Portatile? is that like a tablet or mobile phone or something? If it doesn't use Windows I don't think its possible. The desktop version of Opera and the portable versions are pretty different.
If it is a Windows based system you just need a way to copy the profile folder from the source machine to the destination machine. You could share it over your network or use a USB drive to transfer it or something like that. An indirect way would be to upload it to something like Dropbox or Carbonite and then download it onto the destination machine.

under windows 8.1
8 GB ram , i2, gpu 2 gb ram.What can i do then ?

This folder don't go
I have tried osi.exe with no good results
unable to find the configuration files.
With favbackup same results.What am i doing bad ?

Go to Opera Menu > About and it will tell you where your profile folder is located. Since your destination system is Windows 8.1 you can just copy the whole folder over and replace. Be forewarned; if you replace the folder it will erase anything you have in your profile on the destination machine. This includes bookmarks, speed dials, passwords and the like.
