It seems opera mini won't start when I'm connected with openDNS . I need OpenDNS for it's filtering ability.

OpenDNS can't filter them, so it blocks all proxy servers. Opera Mini is built around using proxy servers.
You'll just have to pick one or the other...
(I use OpenDNS at home for my kids' computers. It can be annoying now and again.)

Opera Mini itself is pretty secure. Traffic is encrypted between the client and the Opera servers and Opera does a good job of blocking malicious sites at the server. The free public version of Opera Mini doesn't have parental controls however.
At one time, Opera sold a version of Opera Mini with parental controls to mobile operators but I don't now if it's still available or which operators it might be available from.

I don't use opendns for security but to keep my kids off inappropriate sites. It's fairly effective.
