I can confirm this problem and it concern all movies.
It shows only first frame. -

Your linked video doesn't work for me, even in a private window. Exact problem you describe; only the first frame loads.

Yep, but works with normal Chrome...
There are some errors @ console

I can confirm this is still happening with latest stable 32.0.1948.25.
issue: any video shared on OneDrive.com will not stream, it will only load the first video frame and that's it.

Additional Info from console on the streaming video issue on OneDrive.com:
