Scrolling then changing tabs causes zoom

Often times I will scroll to the top of the page before I switch tabs. I then switch tabs using Command+Option+Arrow. Because of Apple's elastic scrolling if I press Command+Option too soon the page will start to zoom because the thing still thinks it's scrolling. Ideally it would not do this, I would think that it should only zoom if Option was pressed before the scrolling starts.

Is there anything I can do about this?
