On Opera on my iPhone why is the History link in my Speed Dial always grayed out?

It's greyed out because it's not a link - it's just a label.

Thanks for the information. How does one access the History function?

Swipe left or right on the Speed Dial screen. The History screen is on the left, the Discover feed on the right.
